Export toys to Japan: rules, labels and duty
Rules to check before you export toys to Japan (2), each with its official source.
Official sources checked between 2026-10-09 and 2026-10-13
Duty and FTAs: No Korea–Japan FTA: the RCEP rate (Korea column) needs an RCEP certificate of origin. customs.go.jp, checked 2026-10-09
This is not legal or tax advice. Rules and rates change, so confirm with the official source and a local authority, your importer or an expert before you sell.
- Main rule for toys: Since 25 Dec 2025, toys for children under 3 need the child PSC mark (the importer notifies METI); retailers still expect the voluntary ST mark; Food Sanitation Act for toys for infants. meti.go.jp, checked 2026-10-09
- Japan: domestic administrator for direct sellers: Selling straight to consumers in Japan from Korea, through your web shop or a marketplace such as Amazon, Rakuten or Qoo10, gives you the importer’s duties for PSE electrical and PSC products (such as toys for children under 3) and requires a domestic administrator in Japan (from 25 Dec 2025). Selling through a Japanese importer leaves these duties with the importer. Your company does it · meti.go.jp, checked 2026-10-13
