• Main rule for cosmetics: Singapore: the importer notifies each cosmetic, and each shade or scent variant, to HSA through PRISM before supplying it; the notifier needs a local entity registered with ACRA, so your Singapore importer or distributor files it, and every importer files its own notification even when another company has notified the same product. Selling can start on the automatic acknowledgement; a notification lasts one year and is renewed yearly (S$13, or S$28 for eye, lip, oral-care and diamine hair-dye products, for each of the first three variants, then S$8 each). • ASEAN ban on ingredients of human origin: The ASEAN Cosmetic Directive, applied by Singapore, Malaysia, Thailand, Vietnam, the Philippines, Indonesia and the other ASEAN countries, lists cells, tissues or products of human origin among the substances a cosmetic must not contain (Annex II, Part 1, ref. 416). Human stem cell culture media, exosomes from human cells and human placenta extracts cannot be notified or sold there; exosomes and stem cell extracts from plants or microbes are not caught, so check the source on the raw-material specification before your importer notifies the product.
